This page provides information to manufacturers on obtaining and using OIML-CS certificates

For instrument manufacturers who are required to obtain type approval, the OIML-CS may provide evidence that their instrument type complies with the requirements of the relevant OIML Recommendations, thus avoiding duplication of type approval tests in different countries.

The categories of measuring instrument that are included in the OIML-CS can be found here. To obtain an OIML-CS certificate and an associated OIML type evaluation report for a category of measuring instrument a manufacturer will need to apply to an approved OIML Issuing Authority that is approved for the relevant category of measuring instrument. The OIML Issuing Authority will provide information regarding the process, timescales and costs for issuing an OIML-CS certificate and associated OIML type evaluation report.

Registration of OIML-CS certificates

The OIML Issuing Authorities send a copy of the OIML-CS certificate to the BIML for registration, for which the BIML invoices a registration fee of 350 € for the budget period 2022-2025. Depending on each OIML Issuing Authority’s policy, the OIML Issuing Authority either pays this fee to the BIML, or the manufacturer pays the BIML directly. Using OIML-CS certificates

An OIML-CS certificate and/or OIML type evaluation report can be used by the manufacturer to obtain a national or regional type approval. The organisations that will accept and utilise OIML type evaluation reports when associated with an OIML certificate issued by an OIML Issuing Authority as the basis for a national or regional type approval are called Utilizers and Associates. A manufacturer should contact the Utilizer or Associate to obtain information on the process, timescales and costs of obtaining the national or regional type approval.

Validity of existing OIML certificates

OIML certificates issued under the OIML Mutual Acceptance Arrangement (MAA) before 1 January 2018 remain valid. Utilizers and Associates in the OIML-CS may establish conditions for acceptance of these certificates and/or OIML type evaluation reports.

OIML Basic Certificates issued before 1 January 2018 also remain valid. Utilizers and Associates may continue to accept these certificates and/or OIML type evaluation reports on a voluntary basis.

Revisions of existing OIML certificates

Revisions to existing OIML Basic and OIML MAA Certificates are no longer permitted. However, an “Annex” to the original OIML Basic Certificate or OIML MAA Certificate may be issued by the original Issuing Authority (under the Basic System) or by the original Issuing Participant (under the MAA) respectively in the following instances:

to correct an error by the applicant or the Issuing Authority/Participant; or
when the ownership of the Certificate is transferred to a new applicant.

An “Annex” to the OIML Basic Certificate or OIML MAA Certificate will not be permitted to change the technical or metrological characteristics of the measuring instrument/module. A template for an "Annex" can be downloaded from here.
